WWF Hungary together with REKK - Regional Centre for Energy Policy Research organized the first National Task Force meeting of the LIFE REALS project in Hungary, focusing on the legal, planning, economic and financing barriers to renewable energy investments in Hungary. The event took place on 18th September 2026, in Budapest.
So far, 36 legal and administrative barriers were identified which affecti domestic renewable energy investments, particularly solar and wind projects. The main challenges include limited grid connection capacity and lengthy environmental permitting procedures.
Investors show growing interest in brownfield and other artificial land surfaces – such as former mining sites, landfills, industrial parks and transport infrastructure – as potential locations for renewable energy projects. However, developing these sites often hindered by complex remediation obligations, a lack of standardised procedures and strict setback requirements, making projects more challenging and time-consuming.
At the meeting, participants also discussed one of the key topics for the coming year: economic and financing barriers. It was highlighted that the expansion of additional solar capacity on artificial land surfaces and brownfield sites is constrained by economic limitations. Wind energy development, meanwhile, faces limited spatial opportunities and a lack of financing experience of banks in Hungary. For brownfield projects, remediation obligations also affect their financial feasibility and bankability.
The project's online Knowledge Hub was introduced at the meeting. LIFE REALS results and other relevant professional resources will be available on this platform where registered users will be able to access the results of the GIS analysis of planning barriers and share their own relevant professional materials.
Organizers thank to all participants for their active involvement and valuable professional contributions.
